MINUTES: CORBY GLEN PARISH COUNCIL

Minutes of the Extraordinary Meeting held on Wednesday October 27th 2021 at 7.30pm at the Willoughby Gallery, Corby Glen.

Present: Cllrs Lamming (Chair), Clink, Cook, Fox, Muir & Walsingham (Vice Chair),.

In attendance: Mrs S Woodman (Parish Clerk) & 1 resident.

  1. Apologies for absence: Cllrs Collins, Evans, Hargreaves. Apologies received and accepted.
  2. Councillors Declarations of Interest:  none noted.

The Chairman thanked all for attending and stressed the importance of the Parish Council taking time to evaluate all planning applications.

  • To consider Planning Application S21/2033
    (6, Swinstead Road – erection of 2 detached dwellings)
    .

After discussion, it was resolved unanimously to respond as follows:

Whilst Corby Glen Parish Council has no objection to the application, it requests that the following comments be taken into account:

  1. Access to the site is by a sloping, single lane and poorly surfaced track which is also a public footpath to Musson’s Close. This will now serve 4 large properties with possibly 2 cars each, thus posing an additional hazard to pedestrians using the footpath and potentially contributing to further deterioration of the surface.
  2. The Parish Council strongly encourages the use of renewable energy for new homes as part of future policies to be brought forward in our Neighbourhood Plan for sustainable growth.’
  • To consider Planning Application S21/2043
    (1, Station Road – demolition of garage & erection of 1 detached dwelling
    ).

After discussion, it was resolved by a majority (5 for, 1 abstention) to respond as follows:

Whilst Corby Glen Parish Council has no objection to the application, it requests that the following comments be taken into account:

  1. The access would involve an increase in vehicular traffic on Laxton’s Lane, which is used primarily by pedestrians. The width and location of the new access to the site could impact a driver’s visibility and thus pose a hazard to pedestrians. It is suggested that the access be set back and splayed to increase visibility.
  2. It is assumed that construction traffic would approach the site from Station Road. Given the central location of the site and the proximity of the school, it is suggested that for the safety of children and parents, deliveries are avoided during school start and finish times during term time.
  3. The Parish Council strongly encourages the use of renewable energy for new homes as part of future policies to be brought forward in our Neighbourhood Plan for sustainable growth.’
  4. The Parish Council is custodian of the Village Green.

The meeting closed at 8.22pm.
