DRAFT MINUTES: CORBY GLEN PARISH COUNCIL

Draft Minutes of the meeting held on Wed November 12th 2025 at 7.30pm in the Willoughby Memorial Gallery, Corby Glen.

Present: Cllrs Walsingham (Chair), Baker, Green, Harty, Mardling Shepperson & Waumsley.

In attendance: 3 residents

Open Forum:

A resident noted that the community cleaner grant was omitted from the accounts of the previous

A resident enquired whether 3 quotes were obtained for the grit bin, as required. Cllr Shepperson replied that the 3 quotes had been obtained & the lowest selected.

A resident expressed concern about the number of items on the Action Log. Noted.

A resident queried why temporary access had been permitted across the Green. Noted.

  1. Apologies for absence: Cllrs Ellam & Harwood, Mrs. S. Woodman (Parish Clerk). Reasons given & accepted.
  2. District and County Councillors’ Reports: No District or County Councillors present.
  3. The Draft Minutes of the meeting held on Wed Oct 8th 2025 were amended to show the Community Cleaner Grant. They were then approved unanimously and signed by the chairman.
  4. Councillors’ Declarations of Interest:
  5. Review of Action Log:
    Permission is being sought re the siting of the grit bins for the sandbag storage.
    Likewise, permission re siting / emptying new bin is awaited.
    The location of the Dawson memorial Tree has been agreed. Awaiting tree to be supplied by the donor.
  6. Clerk’s & Chairman’s reports on matters outstanding:

01 Neighbourhood Planning, Local Plan & Conservation area – update: An update had been provided but not received by all Cllrs.

02 S106 Funds: Cllr Baker is having difficulty obtaining 3 quotes for the installation of the noticeboard because of its location near the Fighting Cocks and power concerns. He has been unable to obtain any quotes for fixing the village pump – to re-agenda in the New Year as Cllr Walsingham wishes to explore a less expensive fix and consider using funds for a more central board siting as village expands to east and south.

03 Issues associated with the new housing estates – sewerage issues: Cllr Robins has contacted the planning officer and is facilitating a meeting. A date in January has been requested. Awaiting response.

04 Agree appropriate action to resolve email issues: Cllrs had not received the communication re costs. Cllr Shepperson to investigate with LALC. All to consider.

05 Consider action regarding new bus stops on Swinstead / Bourne Road re new houses: Email sent to Delaine’s – awaiting response. Cllr Ellam to report back.

06 Update on Christmas Matters: The lights will be installed weekend Nov 30 / Dec 1. Minutes to be published including this as headline.

07 Playground Equipment Maintenance:

RoSPA report Observations: Cradle from toddler swing to be removed (Cllr Shepperson) and quote sought to replace; the cost of making good the paintwork to be established; Rocking Horse needs attention; seat on rocking dog needs attention; timber is decaying on the climbing frame, and the ropes are showing exposed metal; the balance trail wooden post to be replaced with composite. Cllr Harty & Cllr Shepperson to request quotes.

(i) Bank balances – monthly update as per the agenda was not agreed.

(ii) Invoices for payment – Not available.

 

  1. Matters to be further discussed at the meeting:

08 Consider the Draft Budget in preparation for approval at next meeting: A report was provided by the Clerk. All to consider. The budget requires further discussion; the following items require further consideration:

  • Lighting for Pridmore / Barleycroft footpath: Is this the Parish Council’s responsibility?
  • Willoughby Gallery Lighting: To be discussed with new occupants.
  • War memorial Strimming: Is this expenditure required?
  • Play area: is £1,000 for maintenance sufficient?
  • Surplus this year: Could this fund a laptop for the clerk?

It was noted that the precept application needs to be submitted in December.

09 Consider the implications of the new audit regulations, Assertion 10 & agree action: Requires follow up, including an IT policy. All to consider.

10 Consider making a Remembrance donation: Cllr Shepperson proposed purchasing further ‘rigid’ poppies. Agreed unanimously to spend 3 poppies at £9.99 each + Del.

11 Consider the council’s position re battery storage plans north of cold storage at Canners Lane, Easton: Cllr Walsingham / Clerk to comment on proposal

  1. Next meeting:

The next regular meeting will take place on Wed December 10th 2025 at 6.00pm. As the Willoughby Memorial Gallery is not available; the meeting will be held in the Ron Dawon Memorial Village Hall, starting at 6.00pm
