CORBY GLEN PARISH COUNCIL
Minutes of the meeting held on Wednesday 9th September 2026 at 7.30pm in the Willoughby Memorial Gallery, Corby Glen.
For information only the meeting was preceded by meetings a) to introduce the new clerk with Councillors and b) have input from invited parties about upcoming seasonal events
Present: Clerk Neil Southwell, Cllrs Walsingham (Chair), Shepperson (Vice-Chair), Baker, Ellam, Hamblin, Harty, Harwood, Mardling & Thompson (part)
In attendance: 5 residents (1 just observing, 1 for project work)
Open Forum: Residents raised the following issues [issue – response]:
- Who is in the staffing committee – Cllrs Harty, Mardling & Shepperson
- Typing error in minutes – noted
- No list of Cllrs present at EGM – noted and minutes annotated when signed off
- Why the preceding meetings closed – because not public, only on agenda outside items for scheduling completeness for Cllrs’ benefit
- What were the emails received – emails may have contained sensitive information
- Grass cutting not up to standard, cutter too low – ongoing monitoring
- Accident risk and nuisance from chickens – noted, position being considered pending other concern received
- Tanners Lane footway overgrowth – noted, Fix-My-Street issue
- Swinstead Road speeding, state / narrowness, need for speed survey – Community Speed Watch issue in terms of speed, LCC Highways can be contacted about state, CGPC can look into speed survey

- District and County Councillors’ Reports: None at meeting
Chairman’s update – Thanks to all for help during period without Clerk, and progress on outstanding actions. Emails received and replied to, not requiring resolution. Thanks to all involved in the Neighbourhood Planning Group and Protect Corby Glen.
- Draft minutes of the meetings of the Council held on
Wed 8th July 2026 – unanimously approved by those who attended and still in post (2 abstentions) &
Wed 12th August 2026 – approved (1 abstention).
- To receive any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any requests for dispensations in respect of DPIs. Cllr Thompson declares interest in Planning item S26/1217. It is noted that DPI forms need overhaul – see 10.22.
- Review of All items on July Actions Log and any subsequent actions based on 8th July meeting minutes.
- Clerk’s & Chairman’s reports on matters outstanding:
01 Neighbourhood Planning, Local Plan & Conservation area – updates given, Local Plan suspended but need a watching brief due to hold of Local Government Re-organisation, Neighbourhood Planning Group member thought that CGPC should store and publish a chronology of planning issues / applications / decisions, group to publish minutes on Facebook.
02 S106 funds from new developments – CGPC to contact SKDC for update
03 Issues associated with the new housing estates – CGPC to take matters further on stink
04 Highways feedback – no update
05 Co-option of new Cllrs – co-option complete
06 Resignation of clerk / appointment of new clerk – recruitment of new clerk complete – Chairman’s view on what needs doing with August emails to clerk and payments / RFO duties stated

07 Laxton Lane, consider actions needed – CGPC to report overgrowth on Fix-My-Street
08 Agree plan to carry out maintenance of the Beacon – CGPC to get quotations

Fire Station pre-planning – wireless infrastructure upgrade – no comment
(S26/1217 – 5 Church Street – summer house removal ahead of replacement outbuilding – no SK email received) – noted
Greens Working Group:
09 Assets update (Discuss Sovereign visit, maintenance of equipment as discussed in July) – visit not buddied by CGPC so unaware of situation, CGPC to chase
- Payments and Accounts:
(i) Bank balances – to be provided as appropriate
(ii) Invoices for payment – to approve payments to be made if appropriate – see appendix
- Matters to be further discussed at the meeting:
10 Consider legal position re access across The Green, – signs to be erected, records of issues to be sent to and kept by clerk, letters sent to residents about issues (draft to be circulated within CGPC first), letter to school and dance academy needed
11 Consider delegation of planning / NP liaison within PC in lieu of Chair (removed but added again) – Cllr Walsingham resigns as voting/admin member from NP Group
12 Agree recording of vehicular Green Access via a log – spreadsheet to be kept – see 10
13 Consider whether to add trees to asset list, – no need to add any saplings planted since 2017
14 Consider need for interim survey of trees not currently included on inspection list, – not needed, issues passed to inspector
15 Expenses policy matters, no update
16 Clarify existing Defib situation and any need to replace parts, – £70 spend for pads agreed
17 Discuss Community Speed Watch situation, – Cllr Mardling to update for next meeting
18 Discuss Emergency Plan situation (see Irnham PC email), – Cllrs involved to update, contact Irnham
19 Agree action on repeated flooding / sewage issue on The Green (Tanners Lane and play area), – already dealt with (?)
20 Discuss Bourne road bus stops and email about Swinstead Road bus stop – residents to be advised by Clerk to contact LCC Highways
21 Discuss LCC Grit offer, – Clerk to accept offer
22 Agree action on need to update DPI forms – Clerk to do what is necessary and check SKDC information
23 Discuss email about new notice board – CGPC to reply to SKDC
24 Discuss review of policies and need for Cllrs to adhere to Code of Conduct and Social Media Policy, – Cllrs to adhere to policies, especially Code of Conduct, Clerk to review all policies in time
25 Discuss need to communicate to central government (and others?) about housing and housing policy, – suggested that a meeting with SKDC Planning Officer should be arranged, Cllr Mardling to draft a communication about housing to central government
26 Clerk’s pay award discuss implication and agree action [not needing closed session] – previous and new clerks to liaise
27 Discuss Sheep Fair 2026 if not discussed at open forum, – communicate wish for no public parking on public green spaces, café staff required
28 Discuss Remembrance services 2026 if not discussed at open forum, – covered on preceding meeting, service at 10:45 Remembrance Sunday, poppy erection, old wreathes supply, RBL donation, sound system, electric supply confirmation and leaf clearance needed – group effort [Schools doing 9:15 on the 11th November]
29 Discuss Christmas & Christmas Eve 2026 [Market Place position and Tree Fund] if not discussed at open forum, – expectation to mark as usual pending future Buttercross discussions
30 Discuss SIDs situation, – 2 broken, Cllr Shepperson to take forward
31 Discuss position of maintenance of Buttercross – Cllr Hamblin to inspect and look for cost estimations to make any repairs, reporting back ASAP
32 Discuss condition of highways and footpaths, including weed growth, – tell LCC Highways, utilise CG Community group
33 Discuss and agree action regarding overhanging growth on the Barleycroft / Pridmore passageways – CGPC to politely request resolution form resident(s)
34 Update from Corby Glen Community Group – litter pick(s) planned
